be acknowledging the receipt of your letter of the [date?], covering a report from the Registration Commissioners on the question as to the proper mode of enforcing the provisions of the Chinese Passengers Act 1855. I am commanded by the Lords Commissioners of the Admiralty to acquaint you that they are glad to observe, that in the main, the Secretary Labouchere concurs with them in opinion as to the orders which should be given to officers commanding Her Majesty's Ships for their guidance in carrying out the Act.
